That's probably some sort of knockoff. Even if it has the Lego logo on the
inside of the head stud, the print is slightly different from this head:

so Lego logo or not, it looks like it was third-party printed. Not to mention
glow in the dark white didn't come out until 2012, while the (genuine) Voldemort
head stopped being made in 2002. Does yours even have the second face on the
other side?

It does look weirdly pixellated in the OP - that might be a sign of a knockoff/custom
print job
