Why is there no catalog entry for this special set?

Either nobody added it, or it was rejected if they did. There is an interesting
discussion of how this set came about on brickset, I'll dig it out.

Set is legit...I bought one from a German man who was working for the television
station and kept it on and then in his desk for years.

I don't think the legitimacy of whether it exists is in question. It is more
whether it is strictly a LEGO product, or a customised advertising set. I guess
the simplest thing is that someone that has the item tries to add it to the catalogue.
If it is allowed, it is all good. If it is not allowed, it is not strictly a
lego set but rather a custom set made from lego.

It won't be automatically added if nobody adds it.

If there is a LEGO logo on the set, please submit it to the catalog.

Did you see Gary I's response to this set in the link sent above?

Just the opposite...this is almost 100% surely done BY LEGO AT LEGO...don't
think the TV station would be able to seal the parts in a plastic bag...not back
in 1989 anyway...

I agree with Gary...it was an 'inside job' at TLG so then it WOULD be
a Lego set, IMO.
