| I seem to be stuck in a logic puzzle from the LSATs here.
For first class domestic shipping (in the US) I wanted to have everything up
to $100 optional and everything over $100 mandatory. Originally my price tiers
started at $100 and I incorrectly (?) inferred that that was the low bar.
An order came in for a single vintage astronaut helmet and the buyer was charged
insurance. I refunded it and added a $0 tier with "by request".
Another order came in for just under $70 and the buyer was again charged insurance.
Attached is a screen shot of how it's currently set up. What am I missing
here?

You may need a non-zero number in the first value (e.g. $0.01) to make it work.
Just guessing here, since my first number is $50, as I provide free insurance
up to that amount.

I think, that what is happening is that the first column is the maximum order
value that the line applies to, not the minimum. So putting zero, created a line
that is never invoked.

This is how I have mine set up and it works. Up to $50 it's free. Between
$50-$100 it's $3.15. Over $100 it's $3.85.
On your grid, you need to delete the top line and then change the second line
to "by request." It should then work like you described.

As others have said, you "0" value is your problem. If you are trying to make
it optional to a certain price, then set your max for that "optional" range and
mark "By Request". I have mine set to 99.99 by request and then by default ranges
above.

You don't. Over 4,000 orders sent and less than 10 not delivered. I think
that is pretty good odds.

USPS insurance definitely is, I think it starts at $2.15? Shipsurance is more
reasonable.
But I don't see why any buyer would elect to pay for insurance.
