Does one instruction booklet always (or most of the time) come with one separate
and sealed bag? For example, I found that there are three instruction booklets
for a
set on Lego's site, does it mean that there are three separate bags inside
for each
instruction booklets?

Because I do not want to break open the set! Thanks!

There will always be more bags than booklets in a set, as far as I know. A perfect
1:1 ratio of bag to booklet isn't always going to happen, and if it does,
that will only be for smaller sets since they can only fit so many pieces into
a bag.

The Lego Ideas Saturn V has one giant book and 12 bags. I found that out by googling
"Lego Saturn V bags" and going over to Images, so if you want to see exactly
how many bags your set has, maybe try a similar search. There might be a site
that has bag amounts as part of a set's info, but I haven't seen one
(not that I've been looking for one, admittedly).

and if I recall correctly, there are 2 instruction books (1 for each car) and
4 bags (2 labelled "1" and 2 labelled "2") each containing a smaller bag of little
parts.
