Fortunately, this set was widely available and thus was well documented. I checked
a number of sets in the package and those just removed from sealed contents.
The variations found were both taps with holes, both taps without holes, and
one of each. The most common arrangement for this set was to receive the red
tap with a hole and the yellow tap without a hole (as shown in the first attached
photo).
The second and third photos show the red tap with a hole in a sealed package
as evidence that the part with a hole did come in this set.
